Expenditure Guidelines

Every service authorized must meet all nine of the criteria listed below:

• Directly related to a specific goal on an individual’s ISP and
• Required to maintain or increase Independence and/or Community participation and/or Productivity and
• Required solely because of the direct effects of a developmental disability and
• Does not replace existing voluntary support system and resources and
• Does not replace other government benefits (Vocational Rehabilitation, Dept of Educations, Social Security, Oregon health Plan, Section 8) and
• Does not provide for basic needs of food, shelter, clothing and
• Cost-effective use of public resources and
• Never a direct payment to a beneficiary and
• Never for activities that are purely diversion oriented.
